Can foreigners start NISA / iDeCo in Japan? Thinking about the future

With prices climbing and the yen being the yen, I've started wondering about saving/investing while I'm here. Heard about NISA (tax-free investment) and iDeCo but wasn't sure if foreign residents can use them.
From what I gather, yes if you have a 在留 + My Number + a Japanese brokerage account. But:
・what happens to NISA/iDeCo if you leave Japan?
・is iDeCo locked until 60?
Anyone here actually using these as a foreign resident? Would love real experiences before I jump in. Not financial advice, just curious 📈
