I already have PR — does the 2026 revocation rule apply to existing holders too?

Following up on the threads about the 2026 immigration law change. I already HAVE permanent residency, and I keep seeing the 'PR can be revoked more easily now' headlines. Does this actually apply retroactively to existing holders? Specifically: ・can existing PR be downgraded for minor offenses now? ・does unpaid tax/insurance going forward put existing PR at risk?
