SRE in Tokyo asking: when does a heat-induced AC failure ticket count as P1 vs P3?

Site reliability for an English-language fintech, server room AC tripped twice this past week (humidity surge before tsuyu). Our runbook says ambient over 27C = P1 page-out, but Tokyo office building HVAC has wide swing in shoulder season. Engineers got 3am pages two nights in a row, morale tanking. What are other Japan-based SRE/infra folks doing for this gray zone? Tighter sensor thresholds? Auto-throttle CPU before paging? Not looking for vendor recommendations - want philosophy/process.
